1. Purpose

The County Commissioner serves as the highest roleplay administrative official within Edgewater County Government. The Commissioner is responsible for overseeing all roleplay government departments, ensuring professionalism, maintaining community standards, and supporting the long-term vision established by Community Management.

The Commissioner represents the interests of the county while ensuring all departments work together efficiently and professionally.

2. Chain of Command

The County Commissioner reports directly to:

Community Managers
General Manager (if the position is filled and enabled)

The following positions report directly to the County Commissioner:

Sheriff
Fire Chief
Public Works Director
Emergency Management Director
Parks & Recreation Director
Utilities Director
Building & Planning Director
Animal Services Director
Court Administrator (if applicable)
Any future County Department Heads

The County Commissioner does not supervise:

Marketing & Events
Rental Management
Support Staff

These positions report through Community Management.

3. Primary Responsibilities

The Commissioner shall:

Oversee all county roleplay departments.
Ensure departments remain active.
Support Department Heads.
Resolve interdepartmental issues.
Coordinate county operations.
Maintain professionalism throughout county government.
Ensure departments follow community policies.
Review departmental performance.
Approve county-wide operational changes.
Coordinate large-scale community events involving multiple departments.
Represent Edgewater County Government.
4. Leadership Expectations

The Commissioner is expected to:

Lead through professionalism.
Treat every resident fairly.
Encourage teamwork.
Support department leadership.
Remain approachable.
Set the example for professionalism.
Encourage training and development.
Promote positive roleplay.

Leadership is earned through actions rather than authority.

5. Authority

The Commissioner may:

Issue operational directives.
Approve department restructuring.
Appoint Department Heads (subject to Community Management approval if required).
Recommend promotions.
Recommend disciplinary actions.
Approve county initiatives.
Coordinate county emergency operations.
Chair county leadership meetings.

The Commissioner may not:

Override Community Managers.
Change community-wide policies without approval.
Modify staff employment outside county departments.
Remove Community Managers or the General Manager.
Make financial decisions involving community assets.
6. Department Oversight

The Commissioner should routinely review:

Staffing levels
Training programs
Activity levels
Department readiness
Equipment requests
Budget requests (Roleplay)
Community participation
Recruitment efforts
7. Meetings

The Commissioner should conduct regular meetings with Department Heads.

8. Conflict Resolution

When disagreements occur:

Gather information from all parties.
Remain neutral.
Focus on facts.
Encourage respectful discussion.
Seek solutions rather than assigning blame.
Escalate significant issues to Community Management when necessary.

Personal disagreements must never interfere with community operations.

9. Community Standards

The Commissioner shall:

Promote a welcoming environment.
Treat every resident with respect.
Encourage new members.
Support all departments equally.
Avoid favoritism.
Maintain confidentiality when appropriate.
Represent Edgewater positively at all times.
10. Department Performance Reviews

The Commissioner should periodically review:

Activity
Recruitment
Training completion
Event participation
Professionalism
Community engagement
Communication
Leadership effectiveness

Reviews are intended to improve departments, not punish them.

11. Emergency Management

During county-wide incidents the Commissioner coordinates overall government operations.

Examples include:

Severe weather
Major fires
Large law enforcement incidents
Community-wide roleplay events
Planned public events
Disaster exercises

Department Heads retain operational command of their respective departments.

12. Community Events

The Commissioner supports:

Festivals
Parades
Holiday events
Public safety demonstrations
Recruitment events
Community meetings
Charity events

Coordination between departments should be encouraged.

13. Records

The Commissioner shall maintain:

Meeting notes
Department reports
Strategic plans
Operational directives
Appointment records
Performance reviews

Documentation should remain organized and accessible to Community Management.

14. Professional Conduct

The Commissioner shall:

Remain impartial.
Lead respectfully.
Maintain confidentiality.
Follow all community rules.
Avoid public disputes.
Communicate professionally.
Support department leaders.
Be visible within the community.
15. Removal from Office

A County Commissioner may be removed by Community Management for:

Inactivity
Abuse of authority
Failure to perform duties
Conduct unbecoming of leadership
Repeated policy violations
Actions detrimental to the community

Community Management reserves the authority to appoint an Interim Commissioner until a permanent replacement is selected.

16. Succession

If the Commissioner is unavailable:

Community Managers assume oversight.
General Manager (if applicable) may provide interim administrative coordination.
Community Management may appoint an Acting County Commissioner.
